Dioxins and PCB in Food and Feed

Dioxins and PCB are extremely poisonous compounds that accumulate in plants, human bodies and animals. They last over a long period of time and have the potential to travel long distances by air. From the environment they eventually end up in the respective organism via the food chain. Once in the organism the highest concentration can be found in fat tissue where it gets disintegrates very slowly due to its long half-life. The impact of the intaken dioxin to the human might be very different. It depends primarily on the toxicity and the amount of respective substance that was taken. The body weight and the person’s health condition also have an impact. 

In Germany maximum residue limits for food are regulated since 1988. The measures for the national food safety are completed by Europe-wide rules for maximum limits for dioxins since July 1st, 2002. Additional regulations for the sum of dioxins and dioxinlike PCB in feed and numerous food of predominantly animal origin can be found in the regulation of November, 4th, 2006. 

Since January 1st, 2012 the national maximum limits have almost been replaced by Europe-wide upper thresholds for non-dioxinlike PCB in food. In addition so-called action levels for dioxins and dioxin-like polychlorinated biphenyls in food exist. The action levels serve as rapid alert system and are settled below the maximum amounts.

The Regulation of the European Union No 589/2014 of 2 June 2014 lays down methods of sampling and analysis for the control of levels of dioxins, dioxin-like PCB and non-dioxin-like PCB in certain foodstuffs and repealing Regulation (EU) No 252/2012. 

For feedstuff the Regulation of the European Union No 709/2014 of 20 June 2014 amends the Regulation (EC) No 152/2009 as regards the determination of the levels of dioxins and polychlorinated biphenyls having regard to Regulation (EC) No 882/2004 of the European Parliament and of the Council of 29 April 2004 on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules.
